How the South Carolina credit works for a Goose Creek system
The credit is a percentage of what you paid to buy and install the system, so it scales with your contract.
On an example $24,000 system it is $6,000, claimed $3,500 in the first year and $2,500 in the second, provided your state tax liability is at least $7,000 in the first year; if it is lower, the claim is limited to half your liability and the remainder carries forward.
Keep the contract, the paid invoice and the City’s final inspection record for Form TC-38.

Goose Creek’s utility incentives depend on your utility
The City’s solar policy names Berkeley Electric and Santee Cooper as the utilities that review solar plans in Goose Creek, and their offers are not interchangeable. Santee Cooper pays cash up front through the rebate and a lower export credit afterwards.
Berkeley Electric pays nothing up front but credits exports at about half again as much per kWh. Santee Cooper’s 2025 rate study also eliminated metering and standby fees for solar customers from April 2025.

Stacking incentives on a Goose Creek system
For a Santee Cooper customer the realistic stack is rebate plus state credit plus the DG-25 export credit. For a Berkeley Electric member it is state credit plus the Renewable Surplus Rider.
Whether the Santee Cooper rebate must be subtracted from the cost before the 25% state credit is calculated is a tax question we could not confirm; our Goose Creek cost scenarios take the cautious route and subtract it.
Ownership is the thread through all of it. A lease forfeits the Santee Cooper rebate and the state credit, which belong to the system’s owner. Financing that keeps you the owner, such as a loan, keeps both. Goose Creek solar financing.
Battery, commercial and farm incentives near Goose Creek
Batteries: we found no Goose Creek-area utility battery rebate. Businesses: the state’s Clean Energy Credit (Form TC-54) is capped at $500,000 a year with a 15-year carryforward, and federal §48E remains for business systems subject to its construction deadlines; see commercial solar in Goose Creek.
Farms: trade press reported in April 2026 that USDA had paused REAP grant applications; check USDA Rural Development directly. Solar for All: EPA ended the program in August 2025, so do not count on South Carolina’s award.

If an incentive changes before your Goose Creek install
Two of these move on a calendar. Berkeley Electric resets its export credit around 1 March each year, and Santee Cooper’s rebate is tiered, set at the tier in effect when you submit.
